El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

Evaluating the Knowledge and Practice of Limitation of Therapeutic Effort in Health Workers at a Health Care Institution for Cancer Patients in Medellín, 2018Avaliação do conhecimento e da prática da limitação de esforço terapêutico em equipe de atendimento de uma instituição prestadora de serviços de saúde para pacientes oncológicos de Medellín, 2018Limitation of therapeutic effort is any action that involves suspending or not initiating medical treatment or therapeutic measures in patients who will not receive any clinical benefit. In Latin America, (...) some research has proven a lack of familiarization and disagreement with the subject and its practices. The present study tried to objectify the knowledge of LTE of healthcare personnel at an institute in Medellín using a self-administered survey that allowed conducting a cross-sectional descriptive study with non-probabilistic sampling. Within the results, 56.5 % of respondents understood the concept of LTE, and 90 % applied it actively. This article analyzes the sculptural depiction of two nonhuman animals, Greyfriars Bobby in Edinburgh, Scotland and the Brown Dog in Battersea, South London, England. It explores the ways in which both these cultural depictions transgress the norm of nineteenth century dog sculpture. It also raises questions about the nature of these constructions and the way in which the memorials became incorporated within particular human political spaces. The article concludes by analyzing the modern "replacement" of the destroyed early twentieth century statue (...) of the Brown Dog and suggests that the original meaning of the statue has been significantly altered. Kentridge and Heywood (this issue) extend the concept of metacognition to include unconscious processes. We acknowledge the possible contribution of unconscious processes, but favor a central role of awareness in metacognition. We welcome Shimamura's (this issue) extension of the concept of metacognitive regulation to include aspects of working memory, and its relation to executive attention.

ABSTRACT This study analyses the impact of Oswald Spengler’s work in Spain during the interwar period. It proceeds with three steps as follows: The first part investigates the reception of Spengler’s historic morphology of cultures in the so-called circle of the Revista de Occidente. The second part delves into the early echo of Spengler’s work among the Spanish left up to the Second Spanish Republic. The third part focuses on the impact of Spengler’s historic morphology among conservative traditionalists and members (...) of the radical right prior to the Spanish Civil War. This analysis point towards broad, transideological debate on Spengler in Spain that the Spanish right then usurped and radicalised during the 1930s. (shrink)

Goodstein’s principle is arguably the first purely number-theoretic statement known to be independent of Peano arithmetic. It involves sequences of natural numbers which at first appear to diverge, but eventually decrease to zero. These sequences are defined relative to a notation system based on exponentiation for the natural numbers. In this article, we provide a self-contained and modern analysis of Goodstein’s principle, obtaining some variations and improvements. We explore notions of optimality for notation systems and apply them to the classical (...) Goodstein process and to a weaker variant based on multiplication rather than exponentiation. In particular, we introduce the notion of base-change maximality, and show how it leads to far-reaching extensions of Goodstein’s result. We moreover show that by varying the initial base of the Goodstein process, one readily obtains independence results for each of the fragments $\mathsf {I}\Sigma _n$ of Peano arithmetic. (shrink)

Existe, todavia, um elemento de continuidade, que é a persistência na promessa da paz perpétua. A CLT apresenta a fraternidade entre as classes como imposição cristã. A Reforma Trabalhista insiste na superação dos conflitos como imposição da democracia, uma vez removida a intervenção estatal representada pela justiça do trabalho. BackgroundAn editorial expression of concern (EEoC) is issued by editors or publishers to draw attention to potential problems in a publication, without itself constituting a retraction or correction.MethodsWe searched PubMed, PubMed Central (PMC), and Google Scholar to identify EEoCs issued for publications in PubMed and PMC up to 22 August 2016. We also searched the archives of the Retraction Watch blog, some journal and publisher websites, and studies of EEoCs. In addition, we searched for retractions of EEoCs and affected articles (...) in PubMed up to 8 December 2016. We analyzed overall historical trends, as well as reported reasons and subsequent editorial actions related to EEoCs issued between August 2014 and August 2016.ResultsAfter screening 5076 records, we identified 230 EEoCs that affect 300 publications indexed in PubMed, the earliest issued in 1985. Half of the primary EEoCs were issued between 2014 and 2016 (52%). We found evidence of some EEoCs that had been removed by the publisher without leaving a record, and some were not submitted for PubMed or PMC indexing. A minority of publications affected by EEoCs had been retracted by early December 2016 (25%). For the subset of 92 EEoCs issued between August 2014 and August 2016, affecting 99 publications, the rate of retraction was similar (29%). The majority of EEoCs were issued because of concerns with validity of data, methods, or interpretation of the publication (68%), and 31% of cases remained open. Issues with images were raised in 40% of affected publications. Ongoing monitoring after the study identified another 17 EEoCs to year’s end in 2016, increasing the number of EEoCs to 247 and publications in PubMed known to be affected by EEoCs to 320 at the end of 2016.ConclusionsEEoCs have been rare publishing events in the biomedical literature, but their use has been increasing. Most have not led to retractions, and many remain unresolved. Lack of prominence and inconsistencies in management of EEoCs reduce the ability of these notices to alert the scientific community to potentially serious problems in publications. EEoCs will be made identifiable in PubMed in 2017. (shrink)

Drawing on contemporary coverage, particularly in The Field and Country Life, this article considers the construction of rabbits and squirrels as images of the past in England. By the 1930s, the red squirrel had become increasingly rare in the English countryside. Particularly in towns and suburbs, the population of the grey squirrel was growing rapidly. Those who saw themselves as the custodians of the countryside depicted the grey squirrel as a foreign force inimical to a mythical English way of life (...) as epitomized by the red squirrel. In the post war period, the debate resurfaced about the nature of the countryside and who had a right to defend it. The focus then was upon the spread of myxomatosis from France, which was depicted as a foreign disease. Wild rabbits, who died in the thousands from this infection, became appropriated, as red squirrels before them, as symbols of a lyrical and ordered past in the countryside. (shrink)

Analisa a querela suscitada com a expulsão dos poetas e tragediógrafos da República de Platão. Las acciones que articulan simbióticamente élites empresariales y políticas, mafias, grupos militares legales e ilegales, se posibilitan bajo la búsqueda de dos fines: uno, reordenar el territorio de manera violenta hiper-acumulando tierras, con el fin de salvaguardar sus intereses económicos e inversiones; dos, hiper-acumular poder político con el fin de sostener sus privilegios, usando dicho poder para la reconfiguración del diseño institucional y la planeación de los territorios imponiendo sus condiciones. Este fenómeno que marca la historia de Colombia es lo (...) que ampliamente podríamos comprender como Criminalidad Corporativa Instaurada. The idea of man in José Gaos could be explained taking in account two essential axes that make an inter-relationship between them and define man substantially: 1) antinomy love-hate-emotions and motions-expression and 2) reason-thought-language. The first is “the condition of possibility” of the second, being the element more suitable and radical that allows man to think concepts. The emotions and motions impose conditions over his will and determine the moral being that is. The man is a unity, but at the (...) same time, is an oscillation between opposites that make him take consciousness of his individuality, from the others, his historicity and intersubjectivity. The Gaos proposal is an important contribution to the anthropological reflection of the moment, because of the analysis categories that offers, of undeniable value, to the better understanding of suitable aspects of the being and acting of the Latino American man. En este artículo se discuten las críticas de John Dupré contra la unidad metodológica de la ciencia. Como se sabe, a partir de la premisa del desorden de las cosas, Dupré rechaza tanto las versiones fuertes como las variantes débiles de unificación, pero construye sus mejores argumentos contra las últimas a partir de la tesis de que no hay una solución satisfactoria del problema de la demarcación. Tras exponer los argumentos de Dupré en favor de la implausibilidad de cualquier formulación (...) débil de la tesis de la unidad de la ciencia (incluyendo aquellas que se enfocan en la unidad metodológica), explicaré su formulación del problema de la demarcación, examinaré su caracterización de la teoría de la falsabilidad de Popper y responderé a sus argumentos en contra de la posición de Popper sobre la cientificidad. Mis argumentos mostrarán la inadecuación del tratamiento que da Dupré a este problema y señalarán una ruta para mostrar que la solución de Popper al problema de la demarcación, por medio del criterio de falsabilidad, permite defender una forma no reduccionista de la unidad de la ciencia. This chapter argues that Mary Astell’s Christian Religion as Profess’d by a Daughter of the Church of England was central to her feminist ideas, rather than limiting them—a position taken by most scholars, and especially by those who term her a conservative. Astell was totally devoted to the importance of reason and its link to faith and religious belief. Her primary motivation was reason’s guarantee of an independent and thoughtful Christianity for women. This acceptance of the centrality of reason and (...) its links to faith seems to contradict her dedication to a scripturally-directed religion, and one under the control of political and religious governors. But in many ways it allowed her to develop a feminism not found in others. She stressed equality and independence, granting little standing to men to direct women’s religion and only granted authority to God’s anointed leaders of church and state. Such an analysis allowed her to adopt a conservative political stance while assuming a quite radical one as regarding women’s relationship to men. And in this work, which primarily addressed proper Christian principles, she introduced views compatible with her more central feminist texts, namely the Serious Proposal and Reflections upon Marriage. By focusing on the mind, individual agency, and unjust patriarchal values, she was able to pursue both a strong critique of the status quo and to hone in precisely on the status of women, in ways not before accomplished. Evidence from many different paradigms (e.g. change blindness, inattentional blindness, transsaccadic integration) indicate that observers are often very poor at reporting changes to their visual environment. Such evidence has been used to suggest that the spatio-temporal coherence needed to represent change can only occur in the presence of focused attention. In four experiments we use modified change blindness tasks to demonstrate (a) that sensitivity to change does occur in the absence of awareness, and (b) this sensitivity does not rely on (...) the redeploy- ment of attention. We discuss these results in relation to theories of scene percep- tion, and propose a reinterpretatio n of the role of attention in representing change. (shrink)

The paper presents a new logic for reasoning about the formation of beliefs through perception or through inference in non-omniscient resource-bounded agents. The logic distinguishes the concept of explicit belief from the concept of background knowledge. This distinction is reflected in its formal semantics and axiomatics: we use a non-standard semantics putting together a neighborhood semantics for explicit beliefs and relational semantics for background knowledge, and we have specific axioms in the logic highlighting the relationship between the two concepts. Mental (...) operations of perceptive type and inferential type, having effects on epistemic states of agents, are primitives in the object language of the logic. At the semantic level, they are modelled as special kinds of model-update operations, in the style of dynamic epistemic logic. Results about axiomatization, decidability and complexity for the logic are given in the paper. (shrink)

Metacognition refers to any knowledge or cognitive process that monitors or controls cognition. We highlight similarities between metacognitive and executive control functions, and ask how these processes might be implemented in the human brain. A review of brain imaging studies reveals a circuitry of attentional networks involved in these control processes, with its source located in midfrontal areas. These areas are active during conflict resolution, error correction, and emotional regulation. A developmental approach to the organization of the anatomy involved in (...) executive control provides an added perspective on how these mechanisms are influenced by maturation and learning, and how they relate to metacognitive activity.
